Track 1 Item 1. Roll Call, Item 2. Public Comment. Item 3. Minutes-discussions about Public Hearing comments, contents of meeting minutes. Item 4. ZA Report

Track 2 Item 5. Permit Applications A. Robert (Bob) Hartzell/Light Keepers' Lodge) CUP; letter from Hartzell to TBC, (confusion about the processes, TPC doesn't bring up concerns until after Public Hearing?[4:00 min], discussion about starting over, D. Hoffman states his concerns for a site plan; discussion with Bob about parking, size of lot, DNRs ruling about wetland proximity, discussion about starting over again with a site plan, return of original application fees, second public hearing, confusion with the Town Board, more discussion about site plan.  Recommendation by ZA Jenn Croonborg about his Public Hearing information being different than what is now being considered and suggests refund of fees and new Public Hearing, responses by Lois Carlson, Mike Starck, Dick Hoffman. More discussion about problems with the process and refunding of fees and site plan.

Track 3  Item 5. Permit Applications B. Hartzell/Inn CUP amendments  Discussions of increase of rental units. Increases to square footage to upper porch and lower deck and parking spaces, drainage in the parking lot, Discussion with Croonborg request for time to research square footage about in the dimensions of a parking space in the state statutes. Motions to recommend approval to the TB for Items 1., 2., & 3 with more discussions; all motions passing.

Track 4 Mike Starck reads policy of TB for CUPs. , Item 6. A. Old Business Budget/Fee Schedule.  Discussion with Croonborg of fee schedule suggested changes for file setup fees, CSM fees and suggestions.  Also made recommendation for the costs for fire number signs. Croonborg made suggestions for fine schedule for projects starting before permits are issued.  Discussion of raising Land Use and CSM permits fees. (COPIES OF THESE SUGGESTED FEE CHANGES CIRCULATED AT MEETING NEEDED)

Track 5 Discussion of Budget in progress, discussion of using money to buy a computer. Discussion of pay for recording secretary and increase of pay. Discussed ZA pay rate and increase.  Discussed annual budget and revenue.

Track 6 Item 7. New Business A. CAPP Committee request for joint meeting.  Discussion of housing, open seats on CAPP.  Discussion of  November 7 as a date for joint meeting for roles and responsibilities and the comprehensive plan.  Discussion of who directs them and what happens to their suggestions and confusion as where do their recommendations go and discussion of state statutes regarding CAPP.  Croonborg suggests send copies of state statutes, roles and responsibilities, and by-laws.

Track 7 Item 8. General Code A. Permitted uses.  Broberg discusses Wetland Protection.  Beth Fischolowitz has questions about permitted vs. conditional, and considering the impact of their decisions regarding of home occupational categories, differences between business office vs professional office with emphasis on allowing home occupational offices. Discussion by Hoffman concerning accessory uses, accessory structures.  Discussion of modifying accessory uses definition.  Beth Fischlowitz sites example of a junk yard being an accessory use and more discussion follows.  Carl Broberg suggests a table. Hoffman suggests replacing accessory use with accessory structure with discussion.  Discussion of single family dwelling vs multi-family dwellings.  Discussion of agricultural crops and products, definitions of, livestock, livestock products.  Beth Fischlowitz discusses concerns about wetlands and conditional uses.  Discussion of sustainable farming.  Discussion of various zones in regard to condition vs. permitted. Discussion of automotive and salvage sales establishments, automotive services, supply, and repair services.  Public buildings and banks discussion, in particular in zone.  Discussion by Warren Anderson (public) about a public place out in the country (R-1)for children similar to the Rec Center.  Discussion of business offices vs. professional . 

Track 8 Continuation of business offices vs. professional offices. Simultaneous discussions about project, next agenda items, next meeting times.  Motion to adjournments and passes.
